PFS Engineering
Civil Engineering is a critical component of any construction project. For example, Does your earthwork balance? Does your site drain properly? Are your roadways laid out and built properly? Are you prepared in case of a spill or a flood? Is your site in compliance with the latest federal, state and local engineering criteria? These issues are critically important to the success of your project. PFS has the civil engineering experience and expertise to help with the following engineering applications:
Grading and Earthwork
Earthwork is essential to any construction project. Having too little, or too much dirt at the end of a project is a costly mistake that can easily be avoided by putting in a little time and effort before any heavy equipment even shows up on site. PFS uses the latest industry technology to model each site three-dimensionally, looking at various grading options and working with our clients to determine which design makes the most sense for their project. Given our experience, expertise and the latest technology available, we are able to work more efficiently and produce a higher quality result than our competitors.
Stormwater Drainage Design
The drainage of any site is arguably the most important, and often the most over-looked component of a construction project. Drainage design goes hand-in-hand with site grading and requires careful planning and attention to detail. A site with a poor grading and drainage design is in for a life of maintenance nightmares and potential structural failures. PFS has a multitude of drainage experience for all different types of projects. We place high importance on producing not only the most effective, but also the most economical design for our clients.
Roadway Design
Whether it’s a remote dirt access road, or a highly traveled paved arterial, PFS has the expertise to design, obtain approval and stake the road according to your schedule. Our engineering department works closely with the client, contractor, regulatory agencies and our own survey department to be sure the job gets done correctly and on time.
Flood Hazard Development Permits
Weld County requires a Flood Hazard Development Permit for new oil and gas facilities to be constructed within the FEMA 100-year floodplain. A surface water model must be produced by a licensed engineer to demonstrate that the new facilities will not create a rise in the base flood elevation, and that the new facilities are not located within the floodway. PFS can expedite the permit process and help you to avoid costly setbacks.
Stormwater Management Plans/Permits
The Colorado Department of Public Health and Environment requires a stormwater discharge permit for all construction activities that disturb one acre of land or greater. There are specific requirements for construction activities at oil and gas facilities. A stormwater management plan is required to be on-site during construction AND site inspections are required every 14 calendar days and within 24 hours after any rain or snowmelt event while the site is under active construction. PFS is familiar with the requirements and can produce a stormwater management plan for your site AND conduct the site inspection. Since our survey and GIS crews are often nearby, it is cost effective to have them perform the site inspection and keep the required documentation to help you avoid costly fines.
Spill Prevention Control & Countermeasure Plans
Since 1974 the EPA has required SPCC’s for oil storage facilities that meet certain criteria described in the brochure found here: www.spccplan.com The SPCC Plan is required to be prepared and certified by a licensed Professional Engineer. As part of the new regulations effective April 01, 2009, the Colorado Oil and Gas Conservation Commission requires an emergency spill response program for new and existing oil and gas facilities located within fifteen stream miles of a Public Water System. These Public Water Systems are defined by the COGCC. PFS can help you first to determine if an EPA SPCC Plan or a COGCC emergency spill response program is required for your site, and if so to develop a plan that satisfies all pertinent requirements.
